Palestinians often burn their waste, even tires and plastics

The basic guidelines of Israel's 37th government, include a series of commitments on environmental and climate issues. Among them, are the improvement of the climate law passed by the previous government, the development of Haifa Bay, and setting a date for the removal of polluting industries from its shores.

In addition, the strengthening of the police and the “green” climate patrol, the promotion of marine nature reserves, the removal of trawlers from the sea while compensating fishermen, a transition to renewable energy as well as urban renewal without harming the nature reserves.

The basic guidelines climate section reads: "The government will increase the joint work with the climate forum of the country's president Yitzhak Herzog to speed up the implementation of the commitments of the State of Israel at the climate conference."

The government further noted their plans undertaken that "within 6 months from the date of the formation of the government, the government and the coalition factions will support the climate law so that it passes the second and third readings. The law that will be promoted will amend and improve the law that passed the first reading. Among other things, it will raise the importance of reducing greenhouse gas emissions originating in Israel to 50% compared to their 2015 levels.”

The government stated "personnel standards will be added in the Ministry of National Security for the benefit of environmental enforcement in the Green Patrol, in the Green Police and for the benefit of the legal department in the Ministry of Environmental Protection, as well as work to pass a government plan to implement the conclusions of the State Comptroller's report in order to strengthen enforcement and supervision against polluting industries.

In another section, they undertake that "within three months from the date of establishment, the government will pass an amendment to the government's decision number 1231 - for the promotion and development of Haifa Bay so that it will include: a target date for the removal of the polluting industry in less than a decade and a budget section for its implementation.” 

Unlike many other countries' political arenas, climate cautious policies are a bipartisan initiative that receives little backlash from both the Knesset’s coalition and opposition. 

Niv Mierson, director of government and policy relations at “Green Course”, said he hopes the government implements its policies and does not abandon them like many Israeli coalitions in the past. “There is a growing concern about the plans of the emerging government, which may harm the general public. This is the government's opportunity to prove that it will act for the public and not against it."
