The new Director General of the Planning Administration, Rafi Elmaleh, who began serving in the position about two months ago, is beginning the promotion of large-scale construction in the different neighborhoods of Arab-Israeli society. Additionally, the Haifa District Planning and Construction Committee, headed by Itamar Ben David, recently approved two plans for the construction of 4,500 new housing units in the predominantly Arab communities of Daliyat Al Carmel and Jasr al-Zarqa. One of the plans allows for the first time the construction of apartments in a long-term rental format.
