After the successful passage of the budget law and the cancellation of the 2005 Disengagement Law in Homesh and northern Samaria, the leaders of the Israeli right-wing “Sovereignty Movement”, Yehudit Katsober and Nadia Mater sent a letter to the leaders of the coalition, requesting that sovereignty be applied immediately in Judea, Samaria, as well as the Jordan Valley.

The letter was sent as part of a campaign to promote the demand for the application of sovereignty and to return the issue to the government agenda, a campaign in which a huge conference will be held in Jerusalem under the title "Sovereignty in the Valley first." Katsober and Mater called on the leaders of the factions to take advantage of the opportunity in which the right-wing government is in office.

In their letter, Katsober and Mater congratulated the leaders of the coalition factions for passing the budget law and approving it and said: "Now the time has come for the next and necessary step: the immediate application of sovereignty in the Jordan Valley in particular and in Judea and Samaria in general." by sovereignty, the movement refers to the official annexation of Judea and Samaria.

The letter further read: “This is a one-time opportunity, which you never know when it will come back, in which there is a 'full right-wing government' that supports the application of sovereignty, and there are other supporters of sovereignty also in the ranks of the opposition.”

According to Katsober and Mater, the first target for the application of sovereignty is the Jordan Valley, which receives a lot of support "The Jordan Valley is the preferred initial target since it is an area on which there is a broad national consensus, from both the right and the left. This move will determine the eastern border of the State of Israel, will return the people of Israel to a momentum of Zionist political action, and will be a solid foundation for Israel's security and economic strengthening."

At the end of their letter, the two mentioned the past cases in which Israeli sovereignty was applied in Jerusalem and the Golan Heights, after which other countries recognized Israel's sovereignty in the territory. "Just as sovereignty was applied in Jerusalem and the Golan Heights by the Israeli government, and only later was it recognized by other countries, so will it happen now. Sovereignty must be applied to the Jordan Valley and later on Judea and Samaria, and preferably sooner rather than later."
