Open land where Israel is developing housing in Daliyat Al Carmel

The new Director General of the Planning Administration, Rafi Elmaleh, who began serving in the position about two months ago, is beginning the promotion of large-scale construction in the different neighborhoods of Arab-Israeli society. Additionally, the Haifa District Planning and Construction Committee, headed by Itamar Ben David, recently approved two plans for the construction of 4,500 new housing units in the predominantly Arab communities of Daliyat Al Carmel and Jasr al-Zarqa. One of the plans allows for the first time the construction of apartments in a long-term rental format.

The plan, which will be integrated for the first time into a housing settlement for long-term rental, covers an area of ​​approximately 1,000 acres and is located mostly on an area that will be added due to the diversion of the primary coastal road to the east.

The plan, promoted by government-owned entities proposes to establish a new residential neighborhood that includes 1,250 housing units, which will be built in residential buildings of 5-9 floors. Of all the housing units, about 240 apartments will be allocated for long-term rental for a period of 10 years or more.

According to the CEO of the government entity for housing, Inbal David, "This is a groundbreaking program, which will promote the economic and social development of the Arab communities while emphasizing its needs and the needs of its residents. Jasr's strategic location between Haifa and Tel Aviv, together with the realization of the plan that includes significant employment and commercial complex, will bring real news to the residents of Jasr al-Zarqa."

At the same time of the Jasr development, the committee decided to approve a plan promoted by the Planning Administration and the Daliyat Al Carmel local council, for the establishment of a new residential neighborhood called "Al-Randa". It is expected to include 3,240 housing units while refurbishing existing buildings. The plan covers an area of ​​approximately 2,500 acres and is located southeast of the Daliyat Al Carmel center.

The incoming Director General of the Planning Administration, Rafi Elmaleh, told reporters that "the Planning Administration sees great importance in promoting planning in the settlements of the Arab, Druze, and Circassian society while creating unique tools that will help deal with the challenges of promoting detailed planning on private land, and also works to create 'solution housing,' among other things, on state land as much as possible."
